First of all, the challenges - enemy - have changed, it's much more elusive and scattered around the world. Second thing, threats simply multiplied. Those special actions rather rare in the past, are quite numerous now.
Lessons from Somalia, Balkans, Afghanistan and Iraq proved that both peacemaking and peacekeeping involve tasks that can not be carried out only by regular infantry and tanks. Urban warfare is no longer called special operation, it's routine. Dense Combat Zones, not frontlines, mark nowadays battlefields. Asymmetric warfare requires special approach.
Also different "masters and commanders" can not be left unattended. Crossing half of the world they can appear just to make a painful surprise in your homeland. Remote location, even in hostile area, should not be synonymous to safe asylum for murder-planning. Nests of hatred should be tracked down, thoroughly analyzed and, if necessary, neutralized instantaneously.
Nowadays also nexus of terrorism and transnational organized crime possesses raising concerns. Well equipped and aggressive traffickers and smugglers of different kinds become very dangerous threat. Law enforcement faces challenges
unprecedented in history it especially concerns maritime piracy.

It's natural that countries increase the numbers of Special Operations Forces.
Please, note also that this term embraces more and more units now: airborne, paratroopers, naval assault groups, almost forgotten mountain brigades come back, but also - civilian - anti terrorist squads of Police and Border Guard.
Whenever, wherever, they come into action they need only the best tools to ensure our security.
